David Pere, of The McKenna PrincipalsDavid Pere, President & CEO of The McKenna Principals, is a proven leader and independent thinker with over 25 years of experience working with the United States Marine Corps, the Department of Defense, and the Department of Homeland Security. David brings unique talents combining technical expertise and dynamic leadership to build and leverage diverse teams to harness innovative, adaptive approaches to consistently deliver cutting-edge solutions to complex problems. Before joining The McKenna Principals, David spent four years with ITT Corporation where David’s demonstrated ability as a strategic thinker, operational planner, skilled tactician and operator were instrumental in establishing the Joint Improvised Explosive Device (IED) Defeat Organization’s (JIEDDO) Counter-IED Operations and Intelligence Integration Center (COIC). David stood up the Intelligence Division and the Operations Lab and as Program Manager David ran all intelligence and operations services for JIEDDO COIC. David also served as the Program Manager for the Joint Functional Component Commander, Intelligence, Surveillance and Reconnaissance (JFCC-ISR) contract at the Defense Intelligence Operations Coordination Center (DIOCC). David also managed several programs within his department, including leading ITT’s support to JIEDDO Headquarters J-3/7 (Operations and Training), COIC’s Open Source Augmentation and Analysis Cell (OSAAC), and to BAE Systems on the Defense Intelligence Agency’s (DIA) Solutions for Intelligence Analysis (SIA) contract providing analyst support for the Iraq Fusion cell and for ITT’s support to Stanley Company on an Army Intelligence and Security Command (INSCOM) technology support contract. In addition to his experience in the private sector, David brings The McKenna Principals the wealth of knowledge, experience and qualifications resulting from his 20 years of service as an infantry officer in the United States Marine Corps. Of particular note, David served as the Senior Watch Officer for the First Marine Expeditionary Force (I MEF) Combat Operations Center during the initial phase of Operation Iraqi Freedom and led the concept development for the Design Chapter of the United States Army and United States Marine Corps Counterinsurgency (COIN) Manual. David earned his Bachelor of Science degree in Business Administration from East Carolina University.
